State Support
The boom in small industries and factories was supported by government policy. As part of its attempt to foster industrial development, the Cretan State often allowed machinery to be imported free of tax and duty:

"DECREE

On the duty free import to Heraklion of distillery machinery by the Kapnistos Bros.

...We hereby permit the duty free import to Heraklion of the following machinery by the Kapnistos Bros., namely:

1. One French-type steam boiler six metres in length.....with one chimney fifteen metres in height, one cubic water tank...

At Haleppa, this 3rd July 1904"
